TOWN OF SOUTH WINDSOR
WORK SESSION MINUTES

TOWN COUNCIL                                                     MONDAY, OCTOBER 7, 2013
COUNCIL CHAMBERS                                                                   TIME:  7:00 P.M.


1.      Call Meeting to Order

Mayor Delnicki called the meeting to order at 7:02 p.m.

2.      Roll Call

Members Present:        Mayor Thomas Delnicki
        Deputy Mayor Gary Bazzano
        Councillor M. Saud Anwar
        Councillor Cindy Beaulieu
        Councillor Kevin McCann
        Councillor Cary Prague
        Councillor Janice Snyder
        Councillor Keith Yagaloff

Members Absent: Councillor Edward Havens

Also Present:           Matthew B. Galligan, Town Manager
                                

3.      Public Participation

Ms. Ginny Macro informed the public and the Council that there will be a lecture series held at Wood Memorial Library regarding the Theological Institute of Connecticut which was started on Main Street in South Windsor in 1834.  It was a seminary for training ministers and was in South Windsor for approximately 30 years.  It moved to Hartford and became the Hartford Seminary.  Lectures will be by the Hartford Seminary.  The first lecture on October 16th at 7:30 p.m. will talk about the Founding and Early Years at East Windsor Hill.  There will be a walking tour on Saturday, October 19 at 2:00 p.m. because seven of the houses in the historic district were built for professors for the Theological Institute.  The second lecture will be held on Tuesday, October 23rd at 7:30 p.m. and will talk about Islam & the USA:  the Relevance of Duncan Black Macdonold’s Approach.  The third lecture will be held on Tuesday, October 29th at 7:30 p.m. and will talk about Muslims in American Public Life – Post 9/11.  

Mr. Steve Wagner, 181 Tumblebrook Drive came forward and stated that the real estate portion of the grand list decreased and despite that decrease, the assessment went up on over 900 homes.  Mr. Wagner then voiced his concern about the increase in taxes and nothing being done to reduce the sewer fees despite the fact that there was a subcommittee established to address that issue.

Mr. Richard Gregorian, 369 Main Street came before the Town Council and requested that answers regarding the use of 44 fields in Town and the hours that they are used be answered.  Mr. Gregorian stated that he went to the High School and spoke with Dan Sullivan and Chris Wanner.  Their priority is to have a synthetic field at the High School but it would be acceptable to have one across the street.  There are two additional fields that are coming on-line at the CREC School and the Town will be able to use both those

fields.  Mr. Gregorian stated that he does not know if there is a need for additional fields but would wait until he receives the report from Mr. Favreau.

Mr. Matt Riley, 12 Heatherwood Drive explained that he had attended the last Field’s Subcommittee meeting and feels the Subcommittee came up with a proposal that takes the entire community into consideration.  Many of the High School sports are presently played across the street.  There are approximately 4,500 athletes that need additional space.

Mr. Joe Candeias, 258 Nevers Road stated that the Town held a referendum asking the public to approve funds towards open space.  That referendum was approved and the open space is for all of South Windsor residents, not for just 4,500 athletes.  The area where fields are being proposed, there are concerns regarding noise, congestion and pollution.  These concerns will be for 10 hours per day.  Drainage is also a concern in this area.  There are approximately 25,000 people in South Windsor, 4,000 people that will participate in athletics on these fields but the Town is going to tax everybody.

4.      Communications

Mayor Delnicki stated that Heritage Day was this past weekend and it was a fantastic day that was enjoyed by many.

5.      Town Manager’s Report

Mr. Galligan requested that the Council go into Executive Session to get a few items taken care of while Labor Attorney Mike Harrington is present.

Councillor McCann made a motion to Suspend the Rules in order to go to Item 7 – Executive Session.  Deputy Mayor Bazzano seconded the motion; and it was approved, unanimously.

7.      Executive Session

At 7:22 p.m. Deputy Mayor Bazzano made a motion to go into Executive Session to discuss pending litigation and to discuss union negotiations.  Councillor McCann seconded the motion; and it was approved, unanimously

At 8:00 p.m. Mayor Delnicki recessed the Work Session in order to call the Regular Meeting to order.  The Work Session reconvened at 8:00 p.m.

At 8:03 p.m. Councillor McCann made a motion to adjourn the Executive Session.  Councillor Beaulieu seconded the motion; and it was approved, unanimously.

At 8:03 p.m. Councillor Yagaloff made a motion to adjourn the Work Session.  Councillor McCann seconded the motion; and it was approved unanimously.
